I do not propose to recommend at present any increase in the pay of the Chinese Police. It is a Department which must at all times be separately dealt with. I am, however, recommending on the Estimates for 1913 house allowances for a certain percentage of the Contingent.

The salaries of the employees in the Botanical and Forestry Department were revised in 1908 (see Estimates 1908, page 66, foot-note 4) and I have no fresh recommendations to make concerning them except that gardeners should be formally included in General Order 40. They already received Good Conduct Allow-

❤ances.

I have not touched the Postal Department. It is one that should be separately dealt with and the Postmaster- -General is considering a certain re-organisation which is deemed necessary.

I recommend that the Foremen in the Sanitary

Department be graded as follows:-

1 Head Foreman

3 Foremen.

.8960-1,200 by 120 bien-

-nially.

..$720-900 by 860 annually.

3 Foremen.

.8480-660 by 860 annually.

(It is not possible to get Chinese to fill the above

posts. Hence the increases recommended. The men are

Indians).

(This class is gradually being abolished).

2 Artisan Foremen..
